The National Open Access Registry (NOAR) has been successfully operational since 1 May 2022. NOAR is designed as an integrated single-window electronic platform accessible to all stakeholders including open access participants, vendors, power exchanges, national / regional / regional institutions. provincial electronic processing of short-term open access application thus facilitates short-term open access management in the inter-provincial transfer system.
The NOAR forum will serve as a repository for information related to short-term open access to provincial transfers including standing permits issued by RLDCs or SLDCs and short-term open access granted to clients with open access etc. and make that information available to online participants. A payment gateway provided for payments and integrated with NOAR will facilitate accounting and tracking of temporary open access activities.
The National Load Despatch Center (NLDC) operated by Power System Operation Corporation Limited (POSOCO) has been appointed as the NOAR’s main implementation and implementation agency. NOAR will be the key to helping the fast-moving power markets and allowing the integration of renewable energy (RE) resources into the grid. NOAR will allow seamless market participation by the consumer of open access with easy and fast access to the short-term electricity market, covering about 10% of India’s total demand.
NOAR is part of the Ministry of Energy, a move by the Government of India and the required regulatory framework has been notified by CERC on the implementation of Schedule 5 of the Open Access Act on provincial transfers.
