Semiconductor Manufacturing: A Global interest

Shri AshwiniVaishnaw, Minister of Technology and Communications, Communications and Railways, has announced that the government has approved the Semiconductors and Display Manufacturing Ecosystem in India Program, with INR 760 billion for the development of a sustainable semiconductor e-generator and e-indicator. -India December 15, 2021. “The production of semiconductors, which is important to meet the needs of the national strategy, has attracted the attention of international companies as a good number of applications have been approved under this program”, he continued. Shri Vaishnaw was addressing members of the Parliamentary Consultative Committee under the Department of Electronics and Information Technology (MeitY) held here last night. The Minister of State for Electricity and Information Technology and the Department of Skills Development and Entrepreneur Shri Rajeev Chandrasekhar and the Minister of State for Communications Minister Shri Devusinh Chauhan were also present at the meeting. Members of Parliament present at the meeting included SmtPreneet Kaur, Lok Sabha, Shri Radha Mohan Singh, Lok Sabha and Shri K.R. Suresh Reddy, Rajya Sabha. The theme of the meeting was ‘Semiconductor Policy and Ecosystem’.

Shri AshwiniVaishnaw informed participants that several provincial governments such as Gujarat, Madhya Pradesh, Karnataka, Odisha, Telangana, Andhra Pradesh and Tamil Nadu are in talks with Semiconductor plant companies / textile companies.

The presentation was given by the Department of Electricity and Information Technology to inform Honorable Members of Parliament about the potential growth potential of the general electricity sector and the Semiconductor sector especially in India. Emerging markets and large export capacity of Compound Semiconductors are also the focus. Members of Parliament were briefed on the steps being taken by the Department of Electronic Technology and Information Technology to improve Indian Electricity Production and support the Semiconductor and Display Ecosystem and integrated sectors in the country.

The Semicon India program aims to provide attractive incentive support to participating companies / consortia in Silicon Semiconductor Fabs, Display Fabs, Compound Semiconductors / Silicon Photonics / Sensors (including MEMS) Fabs, Semiconductor Packaging (ATMP / OSAT) -Semiconductor Design.

The following four programs are presented under the above program:

• The Semiconductor Fabs set up strategy in India provides financial support to eligible applicants to establish Semiconductor Fabs which is intended to attract significant investment to establish semiconductor wafer production facilities in the country.

• India Display Fabs Setting Strategy provides financial support to eligible applicants to set up Display Fabs aimed at attracting large investors to set up TFT LCD / AMOLED-based display facilities in the country. The plan provides financial support of up to 50% of Project Cost depending on the roof of INR 12,000 crore per Fab.

• Strategy for setting up Compound Semiconductors / Silicon Photonics / Sensors Fab and Semiconductor Assembly, Testing, Marking and Packaging (ATMP) / OSAT facilities in India: The program provides 30% Capital Expenditure funding to eligible applicants to set up Compound Semiconductors / Silicon Photonics (SiPh) / Sensors (including MEMS) Fab and Semiconductor ATMP / OSAT centers in India.

• The Design Linked Incentive (DLI) Scheme provides financial incentives, design infrastructure support for all phases of development and distribution of semiconductor design for Integrated Circuits (ICs), Chipsets, System on Chips (SoCs), Systems & and IP Cores and connected semiconductor design. The plan provides a “Product Design Incentive” of up to 50% of the relevant costs depending on the roof of ₹ 15 Crore per application and a “Delivery Related Motivation” of 6% to 4% of total sales revenue over 5 years depending on payment money. roof ₹ 30 Crore per application.

• In addition to the above programs, Government has also approved the modernization of the Semi-Conductor Laboratory, Mohali as brownfield Fab.

India Semiconductor Mission: India Semiconductor Mission (ISM) has been established as an Independent Business Division within Digital India Corporation with administrative and financial authority to develop and implement Indian long-term strategies to develop semiconductors and show production facilities and semiconductor design ecosystem. Considered to be led by international experts in the Semiconductor and Display industry, ISM will serve as a key agency for the implementation of efficient, consistent and smooth scheme schemes.

Honorable Members of Parliament have made a number of proposals on various programs and schemes in the field of information technology and information technology and the telecommunications sector. Members presented and highlighted issues related to electronic waste management, energy development, the role of Indian companies in power generation and the India Semiconductor Mission. News related to the Telecommunications sector, and the introduction of 5G services etc. Union Minister Shri AshwiniVaishnaw and two Foreign Ministers Shri Rajeev Chandrashekhar and Shri Devusinh Chauhan addressed members’ questions and thanked them for their important suggestions.
