Defence Focus: Joint Vision Statement on India-Vietnam Defence Partnership towards 2030

Raksha Mantri Shri Rajnath Singh held bilateral talks with Vietnamese National Defense Minister Phan Van Giang in Hanoi on June 08, 2022. Extensive discussions on effective and efficient programs to increase security dialogue and regional and international issues between the two sides. The two Defense Ministers also signed the ‘Integrated Vision Statement on IndiaVietnam Defense Cooperation by 2030’, which will significantly improve the scope and level of existing security cooperation. A Memorandum of Understanding on Mutual Logistics Support was also drafted before both Ministers. In these times of increasing co-operation between the armed forces in both countries, this is a major step towards simplifying mutual aid and is the first such agreement that Vietnam has signed with any other country.

Both Ministers also agreed on the early completion of the US 500 million Defense Line of Credit extended to Vietnam. The implementation of the projects will add significantly to Vietnam’s Defense capacity and Prime Minister Shri Narendra Modi’s vision of ‘Make in India, Make for the World’. Raksha Mantri also announced two impersonation gifts and a grant for the establishment of Language and IT Lab at the Air Force Officers Training School to enhance the strength of the Vietnamese Armed Forces.

Raksha Mantri began its official visit in honor of the late President Ho Chi Minh at his Mausoleum in Hanoi. He also visited the Tran Quoc Pagoda, a revered Buddhist temple that ensured the ancient civilization and human relations between the two countries. India and Vietnam have been participating in the Comprehensive Strategic Partnership since 2016 and security cooperation is a key pillar of this relationship. Vietnam is a key partner in India’s East Africa policy and Indo-Pacific vision. Both countries have a rich history of cultural and cultural connections that have spanned 2,000 years.

India and Vietnam continue to have the most reliable relations in modern times with a wide range of interests and common concerns. The bilateral defense talks have expanded over a long period of time to include extensive communication between the two countries, including Defense Policy Negotiations, military-to-military trade, high-level tourism, skills development and training programs, cooperation in UN Peace Keeping, naval visits and two trials.
