Technology Focus: Union Home Minister Amit Shah said this was the right time to focus on technology and evidence-based investigations to achieve the level of conviction rate

The Minister of Home Affairs and Cooperation, Shri Amit Shah, held a meeting of the Parliamentary Committee on Home Affairs Consultative Committee on “Intelligence Skills Skills: conviction rateand Scientific Investigations” in Kevadia, Gujarat today. The meeting was attended by Members of Parliament, Home Affairs Minister Shri Nityanand Rai, Shri Ajay Kumar Mishra, Shri Nishith Pramanik and the Home Affairs Secretary of the Union and senior officials of the Department of Home Affairs, NCRB and the National Forensic Science University. The conference reviewed the intelligence skills available in the country, in particular considering the growing reliance on the criminal justice system in intelligence investigations.

The Minister of Internal Affairs said that the Central Government under the leadership of Prime Minister Shri Narendra Modi considers the importance of internal and external security and is committed to the well-being of the community by strengthening crime detection and law enforcement programs and effective law enforcement. The Department of Home Affairs under the leadership of the Minister of Internal Affairs Shri Amit Shah is committed to achieving a 90% sentencing rate and providing a crime-friendly and effective criminal justice system for citizens in the country.

Shri Amit Shah emphasized the need for investigative agencies to take one step ahead of criminals because of the use of technology by them and said the Modi government in partnership with the Provincial Government was working on three different ways to transform the police investigation. , Prosecution and Intelligence. He said this was the right time to focus on technology-based investigations and evidence-based investigations to achieve the intended level of conviction rate.

Shri Shah emphasized the building of constable skills up to the rank of senior police officers through advanced surveillance techniques. He called for the establishment of an Independent Prosecution Service and an Independent Director of Intelligence in each Province / UT through the proposed comprehensive amendments to the Indian Penal Code, the Criminal Procedure Code and the Indian Evidence Act. Shri Shah said the Modi government is also working to make forensic investigations compulsory in all cases punishable by imprisonment for more than 6 years.

The Minister of Home Affairs informed the members of the Committee of the steps taken by the Central Government regarding the capacity building required to implement the proposed reforms. He said the National Defense University had been set up to train law enforcement personnel to train them in the use of new technologies to fight crime, especially cyber crime, dark-net etc. Apart from this, hackathons are also designed to attract attention. technology and innovation for young people in new technologies. The National Forensic Science University was established to provide trained intelligence personnel and the Central Government has requested states to liaise with at least one college in each Province and the NFSU. Shri Shah said a Modus Operandi Bureau had been set up to identify a crime pattern to curb crime.

Shri Amit Shah informed members that the Central Government provides funding to strengthen intelligence infrastructure nationwide including the establishment of Mobile Forensic Science Units in each district, and these units will operate at least three blocks in the region. He said measures were also taken to measure intelligence equipment, instrument measurement, Standard Operating Procedures (SOP) across all FSLs in the country to obtain high quality test results. Committee members thanked the Union Minister of Internal Affairs for raising an important topic such as ‘Forensic Science’ at the Committee meeting and made their recommendations. Shri NK Premachandran, Shri Kunwar Danish Ali, Professor (Dr.) Ram Shankar Katheria, Shri CM Ramesh, Shri Rajendra Agarwal, Smt. Locket Chatterjee, Shri Vijay Kumar Hansdak, Shri Neeraj Shekhar, Shri PP Choudhary, Shri KC Ramamurthy, Shri Naba (Hira) Kumar Sarania, Shri K Ravindra Kumar and Shri. K G Madhav  participated.
