Governance Focus: States Startup Ranking 2021 has highlighted the support extended by more than 30 provinces and territories for implementation policies

The results of the third edition of Renking of States on Support to Startup Ecosystems were released by Shri Piyush Goyal, Minister of Trade and Industry, Consumer Affairs, Food and Public Distribution, and Fabrics today at the Ashok Hotel, New Delhi. For the purposes of the Standard, Districts and Areas of the Union are divided into 5 categories, viz. Best Players, Top Players, Leaders, Emerging Leaders and Emerging Startup Programs. Gujarat and Karnataka have emerged as the Best Players in the International category covering the NCT of Delhi. Meghalaya won top honors between UTs and Northeastern (NE) States. While Kerala, Maharashtra, Orissa and Telangana received the award for top players in the provinces, Jammu & Kashmir emerged as the Top Operator between the UT and NE provinces.

Assam, Punjab, Tamil Nādu, Uttarakhand and Uttar Pradesh were judged as winners in the Leadership category among the provinces; Andaman & Nicobar Islands, Arunachal Pradesh and Goa have received leadership honors between UTs and NE regions. Chhattisgarh, Delhi, Madhya Pradesh and Rajasthan have been declared Wanted Leaders among the provinces. Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Himachal Pradesh, Manipur, Nagaland, Puducherry and Tripura were Leaders Seeking Leaders from UTs and NE countries. Andhra Pradesh and Bihar from the international category as well as Mizoram and Ladakh from UTs / NE countries were merged under the Emerging Start-up Ecosystem.

Speaking after announcing the awards, Shri Piyush Goyal said ONDC (Open Network for Digital Commerce) has the potential to create thousands of startups. “The great success the UPI has had in India, which has made democracy a payment system in India. In the next 5 years, we will have ONDC democratic e-commerce throughout India. So much so that we will have the first few thousand may be more and a few hundred unicorns. Instead of three companies being 100 billion or one trillion size, you will have one billion dollars each. That is what ONDC has the potential to do, ”he said.

Emphasizing that the Indian ecosystem could be at the forefront of the work, Shri Goyal suggested that the provinces could work with their neighbors to learn from each other. He also asked the department to acquire some of the Government’s E-Marketplace (GeM) businesses, saying that even now the resources have been put under GeM. Shri Goyal suggested that there is a need to focus on developing the first regional ecosystem with the help of all programs related to central government and national government implementation. He stressed the need to ride and register other beginners. He added that there was a good chance of democracy as the first ecosystem in the same way that the Indian Premier League (IPL) made democracy a cricket ground.The minister welcomed the new mentoring program and said it would help strategists to get support and help implement their ideas.

Shri Anurag Jain, secretary, DPIIT said many government initiatives including JAM (Jandhan, Aadhar, Mobile), Digital India, Gatishakti, Ease of Doing Business were running the implementation program. “If the Startup Program is to grow continuously, a major role must be played by States. We can play a supporting role, ”he added. Shri Manoj Kohli, Member, National First Aid Advisory Council, MAARG’s new training / advisory program (Advisory, Advisory, Support, Stability and Growth) will focus on creating profitable startups, improving their business governance, enhancing their performance, and discussing. gaps in finance and building their brand. This, he said, would improve their level of success.

The application for the MAARG site consultants was announced during the event. The site has been developed with a view to developing the first tool in India that can be reached in all corners of the country to request and contact a consultant. Smt. Shruti Singh, Co-Secretary, DPIIT said the first environmental program has come a long way as countries play a major role. “Today, the provinces have a healthy ecosystem consisting of 27 provinces with their sites in regional languages,” he added.

The Department of Industry Promotion and Internal Trade (DPIIT) has been conducting States ’Start-up Ranking Exercise since 2018 to facilitate building and start-up businesses across the country. The work has grown its impact on the past three programs, with 31 participating districts and union areas in this category, which is the highest level so far. The State Start-up Ranking Exercise aims to support the provinces and territories of unions in developing their first ecosystem and to learn from the best practices in each region and union.

The consideration period for the third edition of the States Startup Ranking Exercise was 1 October 2019 to 31 July 2021. Proof of document submitted was assessed over a period of 6 months. The evaluation committee at all 14 meetings reviewed each document and was comprised of representatives from 19 government departments and 29 non-government environmental stakeholders, for a fair and transparent review. Participants were screened in all 7 Transformation Areas including 26 Performance Points from Supporting Institutions, Promoting Innovation and Entrepreneurship, Market Access, Incorporation Installation Support, Funding, Counseling Support to Skills Development. This work plays an important role in reducing the business climate for beginners in the country.

States Startup Ranking 2021 has highlighted the support extended by more than 30 provinces and territories for unions through implementation policies in the ecosystem. There were only 4 provinces with implementation policies prior to 2016. The provincial youth teams have been extending support through all mentorship, incubation and support. In addition, feedback was collected from more than 7,000 beneficiaries through a study conducted in 13 different languages ​​to understand the real situation at the murder level.
