Technology Focus: CoE-SURVEI developed tools for analysis of the empty earth and the analysis of 3D images of land administration hills

The Center for Excellence in Satellite & Unmanned Remote Vehicle Initiative (CoE-SURVEI) has developed Artificial Intelligence-based software that can automatically detect transformation on the ground, including unauthorized construction and access to time series using Satellite Imagery. CoE-SURVEI, founded by the Directorate General Defense Estates at the National Institute of Defense Estates Management, uses the latest technology in the survey satellite imagery, drone images and geo-spatial tools for landscaping and urban planning. The CoE was opened by Raksha Mantri Shri Rajnath Singh on December 16, 2021.

This Software Detection Software was developed by CoE-SURVEI in partnership with our information partner Bhabha Atomic Research Center (BARC), Visakhapatnam. At the moment, the tool is using a National Remote Sensing Center (NRSC) Cartosat-3 image with professional software. Changes are obtained by analyzing satellite images of different times.

The application has been used by the CoE in 62 Cantonment and comparisons have been made in a recent situation. This tool allows senior executives (CEOs) of Cantonment boards to view existing changes permanently and allows them to check whether such changes have been approved or without the approval of a competent authority. It leads the CEO to know whether action has been taken in advance against unauthorized construction or burglary and if not, appropriate legal action may be taken without delay.

The software helps to better control unauthorized activities, ensures accountability of field workers and helps reduce corruption practices. It was known that out of the 1,133 unauthorized changes received, action had already been taken in 570 cases. In the remaining 563 cases, wherever legal proceedings are instituted the same has been initiated by the Cantonment Boards after the changes were adopted by the instrument. The tool for finding change has led to the effective management of the defense world. Efforts are being made to improve the fine tuning and to improve it to achieve higher accuracy. CoE has now partnered with a few other organizations with a reputation for improved AI interaction with the change detection tool to improve the performance of the discovery software. This may particularly benefit DGDE and Services in the management of protected land located in remote and unsafe areas.

CoE-SURVEI has also developed tools for the analysis of the empty earth and the analysis of 3D images of land administration hills. Through its use of technology, it seeks to ensure the optimal use of protected land through land management systems based on the Geographic Information System (GIS).
