The Cabinet Committee on Economic Affairs led by the Prime Minister, Shri Narendra Modi, today approved the continuation of the developed program funded by the Centrally Sponsored Scheme for Rashtriya Gram SwarajAbhiyan (RGSA) to take effect from 01.04.2022 to 31.03.20. at the end of the year). through the XV Finance Commission period) to improve the governance capacity of the Panchayati Raj Institutions (PRIs).

The main impact of job creation opportunities

• The Panchayat will be gradually strengthened through the promotion of an important national policy to recognize the role of the Panchayat in achieving the SDGs.

• The RGSA accredited program will assist more than 2.78 Lakh Local Government Associations including Traditional Bodies across the country to develop management skills to deliver the SDGs. Priority will be given to national priorities mainly under the themes, namely Poverty and Improved Livelihoods of Villages, Healthy Village, Child Friendly Village, Water Enough Village, Clean and Green Village, Private Village Infrastructure, Community Safe Village, Sustainable Village and Sustainable Development.

• As the Panchayat represents Schedule Castes, Schedule Tribes and Women, and are institutions close to lower levels, strengthening the Panchayat will promote equality and inclusion, as well as Social Justice and socio-economic development. Increased use of e-governance by PRIs will help achieve improved service delivery and transparency. The program will strengthen Gram Sabhas to function as effective institutions involving citizens especially vulnerable groups.

Number of Beneficiaries

• About 60 lakh elected representatives, Staff and other stakeholders of Rural Councils including Traditional Bodies across the country will directly benefit from this program.

• State Support Sector pattern 60:40 between Center and States respectively, with the exception of NE, Hilly States and J&K Union Territory (UT) where Central and State share will be 90:10. However, for some UTs, the average share will be 100%.

• Support for the construction of the Gram Panchayat (GP) Bhawan, the joint location of the Common Service Centers (CSCs) of the GP Bhawans and the computer for GPs with a special focus on NE States, Special Support for strengthening Gram Sabhas in PESA Areas, innovation support, Economic Development support and Economic Development and Salary Development Support etc.

Operational and Targeted strategy:

The Central Government and the Provincial Governments will take action to complete the functions authorized for their role. The National Government will formulate their Annual Performance Plans for the benefit of Central Government as per their priorities and needs. The system will be implemented in a way that is demanded.

Behind the new layout scheme:

• The then Minister of Finance, in his 2016-17 budget speech, announced the launch of the new restructured Rashtriya Gram SwarajAbhiyan (RGSA) program, to develop the administrative skills of the Panchayati Raj Institutions (PRIs) to achieve the goals of Sustainable Development Goals). SDGs).

• In line with this proclamation and the recommendations of the Committee under the leadership of the Deputy Chairperson-NITI Aayog, the RGSA Centrally Sponsored Scheme was approved by the Union Cabinet on 21.04.2018 for use from Fiscal Year 2018-19 to 2021-22.

• The SDGs are primarily on nine themes namely poverty-stricken and improved livelihoods in the villages, Healthy Village, Children’s Village, Water Enhanced Village, Clean and Green Village, Independent Village Infrastructure, Secure Community Village, Home with Good Governance, and Improved Development. eVillage. The plan will also include capacity building programs in other Ministries / Departments to achieve the SDGs.

• RGSA third party evaluation conducted 2021-22. The analysis report welcomed the interventions under the RGSA program and recommended further strengthening PRIs. In addition, CB&T is an ongoing process, as every five years most Panchayat representatives are elected as new entrants, who need to be empowered with knowledge, awareness, attitude, and skills to play their part in local governance.

Details and continuation of the Program  already active

• Under the RGSA program which includes the Incentiviasation of Panchayats and the Mission Mode Project in e-Panchayat, an amount of Rs.2364.13 crore has been released to States / UTs / Panchayats and other institutions starting operations from 2018-19 to 2021-22 (from 31.03. 2022). About 1.36 Million Elected Representatives, Tasks and other PRIs participants received various and more Training under the program between 2018-19 and 2021-22.

• The RGSA Centrally Sponsored Scheme was approved by the Union Cabinet on 21.04.2018 for use from the 2018-19 to 2021-22 financial year. The main components were the Incentiviasation of Panchayats and the Mission Mode Project in e-Panchayat as well as other Medium-level activities. The State component mainly covers CB&T activities, the CB&T institutional approach and other activities on a limited scale.
