Through NGDRS, 30.9 lakh documents registered helping bring-in over 16,000 crores:  Giriraj Singh

Union Minister Giriraj Singh said that the NGDRS software will help in getting rid of the issues related to corruption and fraud in the land matters.

Giriraj Singh, the Union Minister for Rural Development and Panchayati Raj, announced that very soon the people in the country will be receiving their land records in their native language.

The minister said that the Department of Land Resources, Ministry of Rural Development (MoRD) is planning to put in place the multilingual software for land records from April this year. Following that, the software will provide the land records in almost 22 languages.

Singh made the announcement in his address after releasing an e-book on Land Governance Reforms that was announced in Budget 2022. The e-book was titled “Empowering Citizens-Powering India.”

Speaking about the National Generic Document Registration System (NGDRS) software developed indigenously, Giriraj Singh said that the National Generic Document Registration System (NGDRS) software cost somewhere around 4 crores to the government, but the utilization of the national generic document registration system software has helped in elevating the land revenue by the State Governments.

The Minister further added said that the National Generic Document Registration System (NGDRS) software meant for the states is currently being put into practice in 13 States which will is expected to benefit close to 22 crore people.

As of now, 30.9 lakh documents have been registered through the software system, which has helped in bringing in revenues of over sixteen thousand crores till now, the minister said.

The Minister said that after the Unique Land Parcel Identification Number (ULPIN) has been completely rolled out on the national level, no one will be able to take away the rights of the poor. Linking the unique land parcel identification number with other documents such as Permanent Account Number (PAN), Aadhar ID, land records, Courts and banking system, will help in completely getting rid of the corruption and fraud relating to the land matters.

Till now, Unique Land Parcel Identification Number (ULPIN) has been rolled out and completely implemented in 14 of the states. The Minister went on to request the State Governments to spread awareness about the land reforms amongst people.

Moving further, the contents in the e-book have tried to shed light on the topics related to Unique Land Parcel Identification Number (ULPIN), National Generic Document Registration System (NGDRS) and Multilingual Land Records, with the aim to break the linguistic barrier in land records.

Noticeable transparency in the land records information and management has been witnessed after the adoption of digital technology in the form of the National Generic Document Registration System software by the Department of Land Resources.

In the aforementioned software, a Unique Land Identification Number (ULPIN) is being allotted to each land parcel so as to prevent the deceitful and Benami property (a property where the name of another or a fictitious person is used instead of the owners) transactions. Moreover, the digitization of the land records will empower the citizens, which in turn will empower the nation.

Along with that, the updated land records in the NGDRS software system will greatly reduce the turnaround time (TAT) for the payment of compensation and will considerably help to provide for the rehabilitation and resettlement benefit for land acquisition.

The Multilingual Land Records System in NGDRS will support in facilitating the access of information for the prospective individuals in his regional and mother languages.

Other dignitaries present on the occasion were, Faggan Singh Kulaste, the Union Minister of State for Steel and Rural Development; Sadhvi Niranjan Jyoti, the Minister of State for Rural Development; Kapil Moreshwar Patil, the Minister of State for Panchayati Raj; Ajay Tirkey, Secretary, Department of Land Resources, Nagendra Nath Sinha, Secretary, Department of Rural Development, and Sonmoni Borah, Joint Secretary, Department of Land Resources (DoLR).
