India’s Statement on Topics, Migration, Gender, Sandstorm and Dust at Cop15 UNCCD

The following is a statement made by India on a series of issues – Migration, Gender, Sand and Storm at the 15th Conference of the United Nations Convention against Desertification (UNCCD) in Cote d’Ivoire, today:

Migration

Desert, land degradation and drought (DLDD) serve as a catalyst for human migration. Other factors include climate change and the environment. The promotion of sustainable agriculture and the associated price chain provide promising ways to curb rural migration. Linking urban and rural communities with development actions and migration addresses was emphasized in resolution 22 / COP.14. ICCD / COP (15) / 18 concludes that in rural areas affected by DLDD, opportunities for livelihood through land reform activities should be guaranteed. Integrated land use planning and the development of green and green infrastructure for sustainable development should be prioritized. Strong urban and rural connections targeted at vulnerable groups including women, rural youth, refugees and internally displaced persons are provided with on-farm and off-farm employment. Youth may be experiencing migration and youth involvement is important in efforts to restore healthy and sustainable food systems. The Office of the Registrar General and the Commissioner for Census under the Department of Home Affairs is an established authority in India that compiles information on migration based on data compiled during a national census that usually covers a ten-year gap.

Reducing migration is one of the announced achievements of water development programs initiated by the Department of Land Affairs, the Department of Rural Development, Government. of India. About 60% of the money spent on each area is spent on the workforce which creates more jobs for the local landowners, the small and the small farmers. The use of equipment in aquaculture services is kept to a minimum so that job opportunities can be kept strong to reduce migration from water system areas. Integration with MGNREGS and other related schemes is an added benefit of water schemes to generate employment opportunities and reduce migration.

Gender

The principle of gender equality is enshrined in the Constitution of India in its Appendix, Fundamental Rights, Basic Activities and Principles of Governance. The Constitution not only provides for equality for women, but also gives the State the power to take action against discrimination against women. Within the framework of democratic politics, our laws, development policies, programs and programs are aimed at the advancement of women in various fields. From the Five Year Plan (1974-78) onwards there has been significant change in the approach to women’s issues from social to developmental. In recent years, the empowerment of women has been recognized as an important factor in determining the status of women. The National Women’s Commission was established by an Act of Parliament in 1990 to protect the rights and legal rights of women. Amendments 73 and 74 (1993) of the Constitution of India provide for the reservation of seats on the local streets of Panchayats and Women’s Municipalities, laying a solid foundation for their participation in decision-making at local levels.

The purpose of the National Women’s Empowerment Policy, 2001 is to bring about the development, empowerment and empowerment of women.The empowerment of women is an important part of PMKSY in India. Representation of women has been considered in the Watershed Committees involved in the planning, use and maintenance of water interventions. Women-focused community organizations such as Self-Help Groups, User Groups and farmers’ producer organizations are formed and expanded during the implementation of water programs.The Government of India has taken steps to address this issue at the most critical level through the “BetiBachao, BetiPadhao”. This program allows a girl child to be independent in terms of her education. To increase women’s participation in science development, the Gender Advancement for Transforming Institutions (GATI) program has been launched by the Department of Science Technology, Government of India.

Sandstorms and dust

Sand and dust storms (abbreviated SDS) are more common in arid and desert areas of Asia and Africa and affect 11 of the 17 SDGs. SDS has a negative impact on the environment and quality of life. India appreciates the fact that the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) supports regional cooperation on SDS-related issues.Resolution 25 / COP (14) requested the UNCCD to finalize and publish the Sand and Dust Storm Compact to provide information and guidance on the assessment and management of risks associated with the SDS.India acknowledges and fully supports the UNCCD secretariat’s assistance to countries in regional planning and policy framework against the SDS. Several pilot projects were used in central and northeastern Asia including China, Korea and Russia to develop national SDS plans.

In India, SDS surveillance is primarily done by the Indian Ministry of Meteorology (IMD).ICCD / COP (15) / 16, section 23 highlights key gaps in monitoring, risk assessment, impact assessment and emergency response measures while addressing SDS-related issues.Reduction of Anthropogenic SDS source is scarce in many countries and there is a lack of required data and information to address SDS-related problems.India can appoint the appropriate remote sensing agency (such as SAC / NRSC) to develop GIS layers at the best rate to integrate the index layers to assess its performance down to improve. This will address the problems in a practical way.
