Crime Focus: Many citizens fleeing the Kashmir Valley for fear of target killing and an atmosphere of terror all around

Even though the Union government opposes the need for the Kashmiri Pandits to relocate them to Jammu during an attack on non-Muslims, hundreds of Pandit families have fled the Valley in recent weeks. Terrified by the deteriorating security situation, Union Home Minister Amit Shah on Friday, June 2, held a second J&K security review meeting within 24 hours. The meeting was attended by J&K Lieutenant Governor Manoj Sinha and the country’s security chief including national security adviser AjitDoval and chiefs of other security agencies.

Deteriorating security situation

Friday’s meeting was the fifth official review of Jammu and Kashmir security by the Department of Home Affairs this year. The previous three meetings were chaired by Shah on February 18, March 19 and May 17 following an increase in attacks on unarmed civilians, unemployed security forces and political activists, as well as security arrangements in place for Amarnath’s forthcoming trip.

With the 43-day journey approaching, less than a month away, security has deteriorated dramatically, especially in Kashmir where six civilians including a government clerk, a government teacher, a private wine shop employee, a TV artist and a migrant worker have been killed in a series of attacks on churches. three years ago. Two of the dead were women and one of them was a Kashmiri Muslim.

As of January 2021, official records show that 55 civilians have been killed in targeted attacks in Jammu and Kashmir by terrorists. This year, at least 19 people, including four Panchayat members and out-of-work security, were shot dead in Kashmir until June 2, almost double the number killed in the same period last year.

Hybrid militancy is increasing

Security forces believe the attack was carried out by terrorists using small arms, sometimes fitted with barricades, to avoid ringing the doorbell. The mixed army does not have a criminal record in official documents, making it difficult for security agencies to identify them. Dressed in an unknown uniform, the militants are armed with small arms, such as guns and grenades, and melt into crowds after the attack.

On May 23, J&K Police arrested two mixed-up Lashkar-e-Toiba-based militants based in Pakistan. At least 15 guns, 30 magazines, 300 rounds and one microphone were recovered. Security agencies believe that mixed troops are trained for sudden attacks and are less likely to be caught.

Violation of law and order

The president of the National Assembly and a member of parliament, Dr Farooq Abdullah, said on Thursday that the planned killings were contrary to allegations of common J&K by the Union government.“This ostrich method will push the situation and never come back. We are saddened that so many innocent people are being killed”he said.Following the recent attack on two migrant workers in the Budgam district on Thursday evening, the Peoples Democratic Party led by former J&K prime minister Mehbooba Mufti has suspected “complete violation of the law and order” in Jammu and Kashmir.

“Will the government still explain the common denominator or has it put in its own propaganda. We extend our heartfelt condolences to the family of Dilkhush and pray for his speedy recovery. Has peace been ‘suspended’? ” the group wrote on Twitter.CPI Leader M.Y. Tarigami said “the cowardly killing of unarmed civilians” in Kashmir shows “a complete failure to provide the people with security by the Central Govt authorities,” he said in a statement.

Peoples Conference president Sajad Lone and Apni Party official Altaf Bukhari condemned the attack. In a petition filed by the J&K and Ladakh High Court, Kashmiri PanditSangharshSamiti (KPSS), a prominent Kashmiri Pandits body that remained in Kashmir during the Kashmir riots, alleges that the government was forcing immigrant workers to return.

The Pandit family of Kashmiri on their way back to Jagti Migrants Camp after the recent killing of workers in Kashmir by terrorists, Jammu, on Friday, June 3, 2022.”Kashmiri Pandits want to leave … but the government will not let them.

Sunny Raina, President of the Pandit Welfare Committee of the Vessu immigration camp south of Kashmir, said about 700 Kashmiri Pandit families, living in rented areas across Kashmir, had fled to Jammu since May 12 when Rahul Pandit, a secretary in his J & K government office, was fired. Raina said about 1,800 392 families in Kashmiri Pandit live in various parts of Kashmir while about 392 families live in the Vessu camp south of Kashmir.

A senior J&K government official said 6,000 new houses were coming to various parts of the Kashmiri Pandit Immigrant District, “1,324 houses will be completed in December and another 672 will be built by October next year. All remaining houses will be completed by 2023,” he said. great.”Once there are enough protected colonies in Kashmir for immigrant workers and their families, they will start their lives without fear of being attacked by terrorists. The government must speed up the construction process and provide us with a safe haven,” Raina added.
