Smt. Anupriya Patel, MoS for Commerce and Industry represented India. Intervention of the MoS mainly touched upon certain burning and relevant issues requiring attention.
In supply chains MoS has revealed that supply chain disruptions, due to closures, limited economic activity and economic downturn have forced manufacturers everywhere to re-examine their chains. A key point of supply chain sustainability is to reduce the negative impact on people’s lives and the economy even in the event of supply chain disruptions caused by epidemics, natural disasters, or regional conflicts. In this context, MOS has highlighted the statement made by Prime Minister Shri Narendra Modi that Open, Reliable and Timely Sources are essential to developing a strong global procurement drive that is critical to commercial recovery.
While recognizing climate change and our responsibility to reduce carbon footprint and prevent further environmental degradation, we must remember that any measures taken to implement these materials should not be commercial, reckless and discriminatory. While acknowledging that trade should be a catalyst for global growth, the MoS argued that there was no alternative to the rules based on a multilateral trading system and that a strong commitment to WTO rules was the only way forward. WTO reforms must strengthen the basic principles of the WTO which include decision-making based on consensus, inclusion, equality, non-discrimination, special treatment and diversity.
For MC12 to be successful, WTO members need to build trust between themselves and restore trust in the multilateral trading system. The decision on the issue of withholding public stock for food needs to be presented in honor of the mandate determined by the Ministers. The MoS emphasized that while we are looking forward to a positive, balanced and equitable outcome in the Fisheries Subsidies in MC12, the principle of ‘Pollution Pay’ and ‘Common but Different Responsibility’ should be applied. In addition, it is important that S&DT provisions continue to operate in developing countries. The MoS also emphasized the need to be flexible in order to obtain vaccines, medications, medications, etc. to citizens of the world at a time and cost.
