Yoon’s call for a joint UN response came after China and Russia voted in a US-led request to impose new UN sanctions on Pyongyang over the re-launch of ballistic missiles. The double veto publicly split the 15-member Security Council for the first time since it began punishing Pyongyang in 2006.
