Union Cabinet Approves Rs. 4,100 Crore Scheme for Flood Management and Border Areas

In a significant move aimed at bolstering flood management and enhancing security along border areas, the Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has given the green light to the continuation of the centrally sponsored Scheme, “Flood Management and Border Areas Programme (FMBAP)” for a period of five years from 2021-22 to 2025-26.

The scheme, with a total outlay of Rs. 4,100 crore, encompasses two key components:

Flood Management Programme (FMP)

With an outlay of Rs. 2,940 crore, this component aims to provide central assistance to state governments for crucial activities related to flood control, anti-erosion measures, drainage development, and anti-sea erosion initiatives. The funding pattern will be 90% (Centre): 10% (State) for Special Category States and 60% (Centre): 40% (State) for General/Non-Special Category States.

River Management and Border Areas (RMBA)

With an allocation of Rs. 1,160 crore, this component focuses on flood control and anti-erosion efforts along common border rivers with neighboring countries. It includes hydrological observations, flood forecasting, and pre-construction activities for joint water resources projects. Importantly, this component receives 100% central assistance.

While the primary responsibility for flood management lies with the state governments, the Union Government recognizes the need to complement these efforts, especially in light of the increasing frequency and intensity of extreme weather events attributed to climate change. The scheme emphasizes the promotion and adoption of modern technology and innovative approaches to tackle flood-related challenges effectively.

Furthermore, the RMBA component plays a crucial role in safeguarding vital installations of security agencies and border outposts along border rivers from the threats of floods and erosion. Additionally, the scheme incentivizes states implementing flood plain zoning, recognized as an effective non-structural measure for flood management.

The approval of this scheme underscores the government’s commitment to proactively address the challenges posed by floods and border area security, ensuring the safety and well-being of communities residing in vulnerable regions.
