Growing Ties: North Korea and Russia’s Emerging Alliance Amidst Global Geopolitical Shifts

Recent developments point to a strengthening relationship between North Korea and Russia, with the possibility of a meeting between Kim Jong Un and Vladimir Putin on the horizon. As both countries navigate complex dynamics on the world stage, their mutual interests are drawing them closer together, raising questions about potential arms deals and geopolitical implications.

 North Korea’s roots as a communist state were firmly established during the Cold War with significant backing from the Soviet Union. The Korean War of 1950-1953 saw North Korea receiving extensive support from the USSR and China, leading to a stalemate with South Korea, the United States, and United Nations forces. For decades, North Korea relied heavily on Soviet aid until the dissolution of the Soviet Union in the 1990s, which contributed to a devastating famine.

Shifting Alliances North Korea and Russia

Over the years, North Korea has strategically sought to balance its relationships with China and Russia. Initially, Kim Jong Un had relatively cool relations with both nations, as they joined the United States in imposing sanctions over North Korea’s nuclear tests. However, following North Korea’s nuclear test in 2017, Kim embarked on efforts to repair these ties.

In 2019, Kim Jong Un met Vladimir Putin for the first time in Vladivostok, marking a thaw in relations. Kim’s message during Russia’s National Day in June pledged to “hold hands” with Putin and strengthen strategic cooperation.

Russia’s alignment with China in opposing new sanctions on North Korea has further cemented their partnership, causing a public split within the UN Security Council. This marks the first significant divide in UN efforts to impose sanctions on North Korea since they began in 2006.

Ukraine Conflict

North Korea reciprocated by expressing support for Russia after its invasion of Ukraine. Notably, North Korea recognized the independence of Russian-claimed Ukrainian regions and voiced support for Russia’s annexation of parts of Ukraine. This public stance has raised suspicions of arms transfers between the two nations.

Economic ties are also on the rise. Last year, train travel between Russia and North Korea resumed, carrying an unusual cargo of 30 thoroughbred horses. Russia also resumed oil exports to North Korea, a significant development in their economic relations. While the majority of North Korea’s trade goes through China, Russia presents an alternative partner, especially in the realm of oil.

Russian officials have discussed employing North Korean labourers, potentially numbering in the tens of thousands, despite UN Security Council resolutions that prohibit such arrangements. Additionally, North Korean workers could play a role in rebuilding war-torn areas, a proposal discussed between Russian officials and leaders in occupied regions of Ukraine.

As Russia grapples with international isolation due to its conflict in Ukraine, North Korea has emerged as a valuable ally. Their shared interests and evolving partnership could reshape regional dynamics and have far-reaching implications on the global stage. The phrase “tactical and strategic collaboration” now characterizes their relationship, underscoring its depth and significance.
