Defence Focus:  What is Agnipath scheme? why there is so much violence against this scheme and its long-term impact of this scheme

What is the Agnipath scheme?

The Union Cabinet on June 14 approved the recruitment program called Agnipath for Indian Youth to serve in the Armed Forces. The program allows patriotic and motivated youth to serve in the Armed Forces for a period of four years. The Agnipath program includes the process of recruiting people with lower ranks, with the aim of deploying stronger, younger soldiers at the forefront. It is a game changer that will give the Armed Forces, the Armed Forces, and the Air Force a youthful image.

What are the terms of service?

After four years of service, 25% of Agniveers will be retained in the general category based on their competence, determination, and medical competence. They will then be serving another full 15 years. While the remaining 75% of Agniveers will be retrenched, you will be given an exit or “SevaNidhi” exit package worth Rs 11-12 lakh, which will be partially funded by their monthly donations, as well as skills certificates and bank loans to assist with their second venture.

What are the eligibility criteria?

All three services will be registered through a centralized online program, as well as specific forums and campuses held by reputable technical colleges such as Industrial Training Institutions and the National Qualifications Framework, among others. Registration will be based on ‘All India All Class’, the eligible age range from 17.5 to 23. Agniveers will meet the medical requirements for military registration as they operate in their own categories / trade. Agniveers’ academic credentials will continue to be popular in enrollment in various categories, including Class 10 is a minimum educational requirement to be a Regular Soldier (GD).

What is the salary package?

The first-year salary package is Rs 4.76 lakh, rising to Rs 6.92 lakh in the fourth year. After the release, the SevaNidhi package costs about Rs 11.71 lakh, including interest (tax free) There is also an uninsured insurance cover of Rs 48 lakh. When people get an Agniveer competency certificate, it will help them get a job after release.

What are the benefits of the scheme?

It gives young people the opportunity once in a lifetime to work for their country and contribute to the development of the country. Soldiers will be young and energetic. Agniveers will receive a good financial package and the opportunity to train on the best military practices in the community and institutions while developing their skills and qualifications. This will lead to civil society organizations having well-behaved and competent youth with good military ethics.

Why are there protests?

Protesters have indicated that there is no job security in the program and that Agniveers will not be eligible for a pension. They want a reversal of the “contract” operations of the Indian Army. Those who want to join the army say that all their hard work to join the army will come to an end as they can only serve in the army for four years. Among other things, they say that job seekers will remain unemployed after four years.

Mohan Kumar, a student student in Bihar’s Chhapra, said: “The Agnipath program is just a placebo given to unemployed youth. Even parents can now think twice before sending their sons to the Armed Forces for just four years.”SKJha, head of a training center for competitive exams in Bihar, said: “Imagine retiring just four years. There is nothing wrong with playing with their emotions in the name of giving them certain skills before they retire. The students want the old system restored.

Anger is also fueled by a two-year suspension of military recruitment due to the epidemic. Although recruitment under the Agnipath program will begin within 90 days, several aspirants who have passed over the past two years are now seeking retirement age.’Bharti do, yaarthi do’, was one of the slogans raised on Wednesday as protests in Bihar began.Jha said there had been about 60,000 vacancies in the Armed Forces and other security forces in the last two years.“They have been unemployed for two years, and now the short time we are given has annoyed students… .There are examples where students prepare for such exams for four years. They would have been working hard to get a job for four years and still be unsure of what they would do next, ”saidJha.

Speaking to JitenderBhadawar, a 23-year-old from Haryana’s Barwala who lost the opportunity to join the Army now that he is older, he said: “They have changed all the rules… .In the past, boys were preparing for five years early to join the Army. Why now only four years of service? Virodhgussahai (There is opposition and anger in it) and young people share messages on social media about boycotts. ”Also, the Agnipath program imagines a hiring program for “all of India, all categories”.It has expressed fears about how the recruits will be organized in the current system where most of the military units are regional, phase or phase.

Where are the worst protests?

Protests erupted in Bihar’s Muzaffarpur and Buxar on Wednesday. In the last 24 hours, protests have spread to Jammu, Haryana, Madhya Pradesh and other parts of Bihar. In Haryana, protesters cordoned off bus stands and streets, blocking traffic on the Gurugram-Jaipur highway.

In Bihar, those who wanted to get angry closed the railway line, damaged railway equipment and threw burning tires on the roads. On Thursday, protests were reported from Jahanabad, Buxar, Muzaffarabad, Bhojpur, Saran, Munger, Nawada and Kaimur. Protesters also attacked Warsaliganj BJP MLA car Aruna Devi. He escaped unharmed.A mob of 1,000 people destroyed property at the Gwalior railway station and forced police to use lathicharge.

The long-term impact of this scheme

A successful interim plan requires adherence to two key values. First, it should be financially and profitably attractive both in the workplace and in retirement. Second, it should not be seen as a form of abuse in a social setting. With its current status, Agnipath’s system falls short in both of these figures. With unemployment and the growing number of young people, there will be no shortage of Agnipath program volunteers. In fact, the armed forces can continue to refine the selection process to gather the best ones. There is a case of improving the minimum qualification to 10 + 2. The second selection process conducted by 25 percent Agniveers for permanent sucking will improve the quality of the permanent soldiers. Therefore, the Agnipath system provides an opportunity for a quantum jump in the suitability / quality of employees under the rank of officer. It will also bring up a youth profile.

The first payment package of Rs 30,000 with fixed annual promotions and a large death / disability package makes sense, but the rejection of Dearness Allowance seems unfair. The retirement package under the 11.71 SevaNidhi program lakhs without income tax and by 50% of the amount provided by the government, is insufficient and is likely to meet low expectations. We should not complain about the huge package of 20 lakhs as it is a one-time expense.

Retaining the term of office for four years and refusal to pay (which is the current policy approved after 5 years of service) will remain a painful point and the denial of a former employee’s benefits / rights and health plan. Agniveers’ post-retirement benefits remain a gray area and the problem needs to be addressed. Compared to the terms and conditions of the Central Armed Police Forces, where a person could not serve for up to 58 years, Agnipath appeared unpopular. The best talent can be collected by a million powerful CAPFs.

Currently, this program has no provision for CAPF absorption. However, the Minister of the Interior hastily announced the popular registration. It seems that the Agnipath program in the future will be the only way to recruit armed forces. Therefore, in 10-15 years, all armed forces will have Agniveers or Agniveer regular soldiers. Therefore the selection process should never be solved. As it is a big change, it would be wise at first to limit food to 30-50 percent and continue taking the usual 50-70 percent balance with solid choices. As the system grows it can be changed.
