India is moving towards achieving 100% results on issues that require building national consensus, Home Minister Amit Shah said at the 30th meeting of the Northern Zonal Council in Jaipur on Saturday. “All stakeholders should come together to form a strong cooperation mechanism for development for which the county councils were created,” he said in a statement issued by the Ministry of Home Affairs.
“He said that although the role of the (zonal) council is advisory, he is happy that in his three years of experience, more than 75% of matters in the (zonal) council have been resolved by consensus. we are aiming to achieve 100% results on issues requiring national consensus building,” the statement added. “These include Forensic Science Laboratory and Forensic Science University, CrPC (Criminal Code) and IPC (Indian Penal Code) amendment, banking services in every village of the country within a radius of five kilometers, mobile network in 100% villages, providing all state facilities to the rural population and Central Governments through a Common Service Centre, all schemes of the State and Central Governments which are beneficiaries of assistance to reach directly into the account of the beneficiaries through 100% DBT and many issues related to national security,” MHA said.
The zonal councils were created to address interstate issues and promote balanced socio-economic development of the respective zones. Chief Ministers of Haryana, Rajasthan and Himachal Pradesh, Governors of Delhi and Ladakh, Administrator of Chandigarh, Union Home Minister and officials of the Inter-State Council Secretariat and Central Ministries attended Saturday’s meeting. A total of 47 questions were discussed at the meeting. Four of these were identified as important topics at the national level. These include improving banking services in rural areas, tracking cases of rape and sexual offenses against women and children, setting up fast-track courts for such cases and introducing direct transfer of benefits.
“Of the 47 issues under discussion, 35 have been resolved,” the statement said. “It shows the commitment and determination of the Modi government for the all-round development of the nation in the spirit of cooperative federalism.” During the meeting, it was also decided that a committee under the chairmanship of the Home Minister with all the concerned departments of the state governments would be formed to prepare a strategy to deal with the growing menace of cyber crime. States and union territories should conduct awareness campaigns on cyber vigilance in view of the profound impact of cyber crime on national security, public order and economic activity, the ministry quoted the home minister as saying.
