Canada is set to reduce its temporary residents and introduce a cap on temporary immigration for the first time, announced Immigration Minister Marc Miller on Thursday. This move comes as the government aims to address a housing shortage and strained essential services.
In recent years, Canada has experienced a significant increase in international students, foreign workers, and other temporary residents arriving on time-limited visas, as Prime Minister Justin Trudeau’s administration relied on immigration to fuel economic growth and fill labor gaps. However, these immigration policies have faced criticism, with some arguing that they have contributed to a housing crisis and strained public services like education and healthcare.
The government’s new plan aims to decrease the proportion of temporary residents to 5% of the total population over the next three years, down from 6.5% in 2023. This would entail a reduction of approximately 20% from the 2.5 million temporary residents in Canada in 2023.
Miller announced that he will hold a meeting with provincial and territorial counterparts in May to finalize the plan. He emphasized the need to ensure that the number of temporary residents entering the country remains at a sustainable level.
Starting this fall, Canada will expand its immigration levels plan to include both temporary resident arrivals and permanent resident arrivals. This decision aligns with the federal government’s immigration targets, which were announced in November. The government stated that it would halt the increase in immigration for permanent residents from 2026 onwards.
In January, Canada also introduced a two-year cap on the intake of foreign students and announced that it would stop issuing work permits to some students after graduation. These measures are part of the government’s efforts to manage the influx of newcomers effectively.
