Narendra Modi and Vladimir Putin Call for Zero Tolerance Towards Terrorism

July 9, 2024 – In a powerful joint statement, Indian Prime Minister Narendra Modi and Russian President Vladimir Putin unequivocally condemned terrorism and violent extremism in all forms, including the cross-border movement of terrorists and terrorism financing networks. The leaders emphasized a zero-tolerance policy towards terrorism during the 22nd India-Russia Annual Summit.

This firm stance comes in the wake of recent terrorist attacks, including the attack on an Army convoy in Jammu and Kashmir’s Kathua area on July 8, the attack in Dagestan on June 23, and the Crocus City Hall attack in Moscow on March 22. These incidents underscore the need for intensified global cooperation to combat terrorism.

“India has long faced cross-border terrorism, primarily emanating from Pakistan,” said Modi, emphasizing the need for collective international action against such threats.

The joint statement highlighted the importance of an uncompromising fight against terrorism and extremism, rooted in international law and the UN Charter. Both leaders called for strict adherence to UN Security Council and General Assembly resolutions and the implementation of the UN Global Counter-Terrorism Strategy.

They stressed the necessity of finalizing and adopting the Comprehensive Convention on International Terrorism within the UN framework. Modi and Putin reiterated that terrorism should not be linked to any religion, nationality, civilization, or ethnic group, and that those involved in terrorist activities must be held accountable under international law.

The leaders also praised the Special Meeting of the UNSC Counter-Terrorism Committee (CTC) held in India in October 2022, and the unanimously adopted Delhi Declaration on countering terrorist exploitation of new and emerging technologies. This declaration addresses concerns over the use of ICTs, payment technologies, social media platforms, and unmanned aerial vehicles (drones) for terrorist purposes.

India and Russia reaffirmed their commitment to multilateral cooperation in combating transnational organized crime, countering money laundering, terrorist financing, and drug trafficking. They expressed readiness to enhance dialogue on international information security and stressed the importance of non-interference in states’ internal affairs.

Russia reiterated its strong support for India’s membership in the Nuclear Suppliers Group and both nations committed to strengthening global non-proliferation efforts. Modi and Putin called on the international community to enhance mutual trust to promote global peace and security.

The leaders also discussed the situation in Afghanistan, advocating for it to become an independent, united, and peaceful state free from terrorism and drugs. They highlighted the role of the Moscow Format meetings in facilitating Afghan settlement and emphasized the need for uninterrupted humanitarian assistance to the Afghan people.

In closing, the joint statement underscored the importance of close coordination between India and Russia on various global issues, reinforcing their longstanding strategic partnership.
