In a significant reshuffle, three senior Indian Administrative Service (IAS) officers with extensive experience in Union ministries have been appointed to key positions in the Delhi Chief Minister’s Office (CMO). The move signals a firm grip of the BJP-led Union government over the Capital’s administration.
As per an order issued by the Services Department of the Delhi government, Dr. Madhu Rani Teotia (2008-batch, AGMUT cadre) has been appointed Secretary to Chief Minister Rekha Gupta, while Sandeep Kumar Singh and Ravi Jha (both 2011-batch, Central cadre) will serve as Special Secretaries.
Bureaucratic Experience & Key Roles
Dr. Madhu Rani Teotia has held several high-profile positions in the Union ministries. She served as Personal Secretary to two successive Ministers of State for Women and Child Development (2019-2021) before being moved to the Ministry of Housing and Urban Affairs. She later served in the Ministry of Health & Family Welfare and was attached to major projects like the Central Vista Redevelopment Project.
Ravi Jha, who was Commissioner (Excise) in Delhi, previously worked as Personal Secretary to Commerce Minister Piyush Goyal (2021-2024) and also held roles in the Department of Atomic Energy, Goa, and Arunachal Pradesh.
Sandeep Kumar Singh served as Personal Secretary to Culture and Tourism Minister Gajendra Singh Shekhawat and worked in the Ministry of Cooperation under Union Home Minister Amit Shah.
The appointments reflect a strategic realignment in Delhi’s governance structure, with officers having deep-rooted connections in the central administration now occupying key positions in the state government.
