Global Focus: President Vladimir Putin warned that he was not serious about the war in Ukraine

Russia’s lower house of parliament will hold an emergency session on July 15, its council decided on Monday, just days after President Vladimir Putin warned that he was not serious about the war in Ukraine. In a meeting with Putin on Thursday, Duma Speaker Vyacheslav Volodin told Putin that the Russian parliament would help the two Russian-backed self-proclaimed separatist republics in eastern Ukraine develop their legal systems.Putin says the “special military operation” in Ukraine is necessary because Moscow had to defend Russian-speaking people from persecution, which he says the West has ignored. Ukraine and its Western backers say Putin has no justification for what they say is an imperial-style land grab against a country whose borders Moscow recognized after the collapse of the Soviet Union.

Putin has increasingly framed the war as a battle between Russia and the United States, which he says has humiliated Russia since the fall of the Soviet Union in 1991 by expanding NATO eastward and using Ukraine to threaten Russia. President Joe Biden said in March that Putin could not stay in power, which the White House later said did not mean Washington was seeking regime change in Moscow.
