The government notice added that the import of laptops will be allowed on the basis of a valid license only

The government has imposed restrictions on the import of laptops, tablets and personal computers with immediate effect, the commerce ministry said in an announcement on Thursday. The notification added that imports will be permitted under a valid restricted import licence.

The notice reads: “Imports of notebooks, tablets, all-in-one personal computers and ultra-small form factor computers and servers falling under HSN 8741 will be ‘restricted’ and their import will be permitted under a valid limited import licence. “

Imports under baggage rules will be exempt from curbs. Passengers entering or leaving India are subject to certain customs checks known as baggage rules.

One laptop, tablet, all-in-one personal computer or ultra-small form factor computer, including those purchased through online portals via post or courier, will not be subject to import license rules. Import duty will have to be paid as applicable.

The import of these items was free under the previous policy,

“Laptops, tablets, all-in-one personal computers and ultra-small computers and servers, which are an essential part of capital assets, will be exempted from import license requirements,” the order pointed out.

The statement clarified that 20 such items per consignment for research and development, testing, comparison, evaluation, repair and re-export and product development purposes will be exempted from the import licence. Items are to be used only for their intended purpose and are not for sale. Once the stated purpose is achieved, the items will be destroyed or re-exported.

When reimporting goods repaired abroad, the government stated that a limited import license is required to repair and return products.

In India, Tamil Nadu has emerged as the top exporter of electronic goods for the financial year 2022-2023, nearly tripling to $5.37 billion in the year from $1.86 billion in the previous year. The data was released by the National Import-Export Annual Trade Analysis (NIRYAT).
