Pollution control measures being enforced on a large scale since December 2021: Ministry of Environment

Beginning December 2021, as a part of the successful implementation of pollution control measures, large scale inspections were completed in the National Capital Region by the Commission for Air Quality Management that comprised of Flying Squads.

Till the 15th of February 2022, a total of 4890 sites were inspected in the National Capital Region (NCR) for enforcement and compliance-related matters. Till the 15th of February 2022, a total of 407 closure notices were issued. Out of the 407 sites, 94 sites are in Delhi, 92 in the National Capital Region of Haryana, 173 locations in Uttar Pradesh (NCR), and 48 destinations in the NCR Region of Rajasthan. Also, 392 sites have been physically shut.

264 of the total closures are Industries, 99 are C&D Sites and 44 are the DG Sets. A total of 187 units and foundations have been permitted to continue their activities as per their undertaking of strict compliance to the directions issued by the Commission of Air Quality Management and levying of Environmental Compensation (EC) charges.

The Flying Squads will keep undertaking surprise visits at industrial units, C&D destinations, business and private units, air pollution hotspots, and so on and will report the details of the findings to the Commission. Major non-compliant units are closed down at once.

Minor infringements are referred to the State Pollution Control Boards and Delhi Pollution Control Committee for fitting actions to be taken under applicable regulations. Central Pollution Control Board and other State Pollution Control Boards and Delhi Pollution Control Committee will keep on ensuring compliance and will ensure the strict execution of the Commission’s directions.

To successfully handle the threat of air contamination across the National Capital Region (NCR), the Flying Squads of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) by 15th February 2022 have reviewed an all-out 4890 sites for implementation and consistency of legal bearings issued by the Commission and surviving standards to further develop the air nature of Delhi-NCR.

Out of the total destinations reviewed by the Commission’s Flying Squads, 407 units/foundations (including Industries, C&D Sites and DG Sets) were given conclusion notices by the Enforcement Task Force (ETF). The flying squads have been continually assessing all parts of the Delhi-NCR region to look for the potential violators of the regulations and to take severe actions against them. Up to 15th February 2022, a total of 392 units and foundations were completely shut down.

Since December 2021, the Commission for Air Quality Management in NCR and Adjoining Areas constituted 40 Flying Squads (12 each for the National Capital Region Districts of Uttar Pradesh, Haryana and National Capital Territory of Delhi, and 4 for the National Capital Region Districts of Rajasthan). The flying squads are broadly assessing the units, foundations, and activities in multiple sectors of operations (including but not limited to Industrial, Transport and Vehicular, Construction and Demolition, Dust from Roads and Open Areas and other scattered sources) that contribute to the rise in the levels of air pollution.

With committed endeavours to downsize the air pollutants of Delhi-NCR, the Commission for Air Quality Management’s flying squads have examined and given closure notices to an exact of 94 sites in Delhi, 92 of the sites in the National Capital Region of Haryana, 173 sites in Uttar Pradesh (NCR), and about 48 destinations in NCR Region of Rajasthan by 15th of February 2022. Out of the complete 407 sites, 187 units and foundations have been permitted to continue their operations in the wake of suitable and reasonable Environmental Compensation (EC). Further, minor infringements have been referred to State Pollution Control Boards and Delhi Pollution Control Committee for appropriate actions under the applicable regulations.

Following the Commission’s directions, the Flying Squads are ceaselessly making surprise visits, escalated field-level disguised checks at industrial units, C&D destinations, commercial and residential units, air contamination areas of interest, and so forth and are reporting their details to the Commission.

The Commission for Air Quality Management has likewise exhorted the particular executing organizations, including the State Government specialists, the Central Pollution Control Board (CPCB) and State Pollution Control Boards (SPCBs) to keep on guaranteeing consistency and severe execution of the headings given by the Commission.
