Eklavya Model Residential School Scheme (EMRS) is implemented as a central sector scheme to provide quality education to Scheduled Tribes (ST) students (Class 6 to 12) in remote areas to enable them to access the best educational opportunities and bring them up general population. The government has decided to set up one EMRS in each block with more than 50% ST population and at least 20,000 tribals (as per 2011 census), subject to availability of suitable land provided by the state government.
EMRS are meant to provide quality education to tribal students free of charge in their own environment. The capital cost of setting up the school complex, including hostels and staff quarters, has been revised from Rs.20.00 crores to Rs. 37.80 crore in plain areas from Rs. 24.00 crore to Rs. 48.00 crore in North East, hilly and LWE affected areas.
Recurring costs up to Rs. 1.09 lakh per year per student is paid for running the schools and for student expenses (uniforms, books and stationery, food, etc.). States were also advised to run schools in alternative buildings preferably in government buildings till construction of schools. it’s done. Till date, 690 schools have been sanctioned and 401 EMRSs have been made operational across the country with 113,275 students enrolled in these EMRSs.
National Education Society for Tribal Students
•Under the EMRS programme, the Ministry releases funds to the Autonomous Society, National Education Society for Tribal Students (NESTS) for the implementation of the scheme and NESTS further releases funds to the State Societies and Construction Agencies etc. as per their requirements.
•Till 2019-20, funds were released to the states including Rajasthan for this program under Article 275(1) of the Constitution as one of the components. A separate allocation has been made for the EMRS system from 2020-21 onwards.
•In the 2023-24 budget, the government announced the recruitment of 38,800 teachers and support staff for 740 Eklavja model residential schools serving 3.5 lakh tribal students.
•The National Education Society for Tribal Students (NESTS) has finalized an action plan and is taking other appropriate steps to initiate the recruitment process in phases.
