UNSC fight against terrorism will focus on addressing the issue of the use of the Internet

The two-day meeting of the United Nations Security Council (UNSC) in India on the fight against terrorism will focus on addressing the issue of the use of the Internet, a new payment mechanism and drones by terrorists. External Affairs Secretary Sanjay Verma said the main theme of the meeting would be “combating the use of new and emerging technologies for terrorist purposes”. “It will start with a tribute to the victims of terrorism,” he added.

British Foreign Secretary James Cleverly among foreign ministers to attend meeting in India. Ruchira Kamboj, Permanent Representative of India to the United Nations, Chairperson of the Counter-Terrorism Committee, said that in the last two decades, member states have made tangible progress in the fight against terrorism and violent extremism leading to terrorism. Yet the terrorist threat persists and has evolved despite our best efforts.

Knowing how to address this issue while recognizing the potential of technology to increase the effectiveness of counter-terrorism efforts, the Committee met in India to hold its special meeting on countering the use of new and emerging technologies for terrorist purposes, Kamboj said. The meeting will be held in Mumbai on October 28 and 29 in Delhi.

“The focus (will) be specifically on the rapid development, growing use by Member States and the growing threat of use for terrorist purposes of 3 important technologies –

 1) the Internet, including social media,

2) new payment technologies and methods of raising funds,

3) unmanned aerial systems, including drones,” added Kamboj.

Verma said the larger purpose of this unprecedented meeting of the Counter-Terrorism Committee in Mumbai will resonate with the rest of the world because what happened in 2008 was an attack on India’s identity in the financial and trade space. “A city that reflects the best of India in terms of its economic development in recent years. The fact that the CTC has agreed to start talks in Mumbai is a message in itself,” said a senior MEA official.
