Vice President Jagdeep Dhankhar said on Friday that MPs they need to exercise their right to freedom of speech responsibly as Parliament cannot be allowed to become an ‘akhara’ (battle arena), days after he asked the Privileges Committee to investigate the disruption caused by 12 members of the opposition in the Rajya Sabha.
Dhankhar, who is also the Chairman of the Rajya Sabha, said the Constitution gives MPs freedom of speech, but with that comes responsibility. It is a privilege MPs have because no lawsuits can be filed against them for anything said in Parliament, he said.
“This privilege comes with a very heavy responsibility. The responsibility is that anyone who speaks in Parliament must do so after due consideration and consideration. It cannot be based on unclear situations,” he said while addressing the 61st convocation of the Indian Agricultural Research Institute ( IARI).
According to him, Parliament cannot be allowed to become a battlefield (akhara) where information is freely falling and that MPs must be held accountable for whatever they say. Parliament is meant for debate. Instead, it is constantly being disrupted and many have expressed anxiety about such debates, he said, urging MPs to reflect.
The second part of the budget meeting of the parliament will start on March 13. Recently, Dhankar asked a parliamentary committee to investigate the alleged breach of privilege by 12 Congress and AAP (Aam Aadmi Party) MPs for repeatedly entering the Well of the House, shouting slogans and disrupting its proceedings during the first part of the budget session. .
