The Union government has made sufficient efforts to fulfill the promises made by Prime Minister Narendra Modi at the 2021 Glasgow Climate Summit (COP26) and the Prime Minister himself is taking the lead on the issue, the Center told the Delhi High Court on Thursday. Additional Solicitor General (ASG) Chetan Sharma informed the court in response to a petition filed by lawyer Rohit Madan seeking to set up an expert panel to implement the pledges India made in the United Nations Framework Convention on Climate Change (UNFCCC) last year. that all the timelines were in place and several committees were set up to look into the issues.

“It is the prime minister himself who took the lead. India is dictating from the backbenches today and setting the road map including zero emissions by 2070. All the timelines are in place. There are committees headed by the PMO, secretaries. Interdepartmental committees are in hand. Everything is in place,” the ASG told a bench headed by senior high court judge Satish Chandra Sharma.

In a status report, the Ministry of Environment, Forests and Climate Change said that India has launched a major futuristic PPP (Public Private Participation) mode initiative for clean energy – ‘Mission Integrated Bio-refinery’ for technological advancement and collaboration, zero waste. biorefineries for the cost-effective production of sustainable biofuels with the co-production of bio-based chemicals and materials using biotechnological interventions.

The ASG told a bench also comprising Justice Subramonium Prasad that the report has been completed and will be submitted to the UN Climate Control Secretariat on Friday. He also questioned the motive behind the petition, claiming that the prayer was “implied”.Due to the allegations made in the petition, the country’s image is tarnished on sensitive issues like the environment, ASG argued.

However, his lawyer rejected the accusation in front of the petitioner, saying that he respects the Prime Minister very much. The petitioner further submitted that following the status report filed by the Ministry of Environment, his claim could be considered representation.The petition was subsequently withdrawn.

In the petition, filed through advocate Akshay R, the petitioner said that like several countries, India too had made certain commitments during the 2021 UNFCCC in Glasgow, which included achieving 500 GW of non-fossil capacity by 2030, which would meet 50% of the energy requirements of renewable resources. by 2030 and the same must be fulfilled.

These commitments were made before a formal international forum of which India is also a member and signatory. These commitments include a shift to renewable and green energy from current coal-based energy. All businesses in India will have to adjust their processes and make the necessary changes anticipating the shift. The state is bound by the promises it made and must fulfill them,” the petition reads.

The plea also stated that commitments should not be lost with the passage of time and that a foundation should be established to avoid any delay.“In order to meet this deadline, which is only eight years away, the groundwork needs to be laid immediately and coordinated action by various ministries of the Government of India… In view of India’s commitment to reduce its carbon footprint by 50% by 2030 and reduce energy consumption and dependence on fossil fuels by 2030, a clear plan needs to be prepared now, taking into account the fact that fossil fuels still dominate our energy needs,” the petition reads.
