The growth of the Internet and the proliferation of applications, products and services on it, citizens are empowered and their lives are changed. However, with the development of the Internet, cybercrime is also increasing. The government is aware of incidents of cyber crimes, including phishing, originating in parts of India, including Jharkhand.”Police” and “Public Order” are state entities under the Seventh Schedule of the Constitution of India. States/UTs are primarily responsible for the prevention, detection, investigation and prosecution of crimes including cybercrime through their Law Enforcement Agencies (LEAs). LEAs take legal action against offenders as per the provisions of the Act. The Central Government complements the initiatives of the State Governments through advisory and financial assistance under various capacity building programmes.

According to the Ministry of Home Affairs (MHA), in order to strengthen the mechanism for a comprehensive and coordinated response to cyber crime, the Ministry of Home Affairs has provided financial assistance to all states and UTs under the Prevention of Cyber Crime Against Women and Children (CCPWC) to support their efforts to set up cyber forensic training labs, training and hiring young cyber consultants. Cyber forensic training labs have been commissioned in 28 states. Under I4C, ‘Joint Cyber Coordination Teams’ have been constituted for seven regions in Mewat, Jamtara, Ahmedabad, Hyderabad, Chandigarh, Vishakhapatnam and Guwahati to address jurisdictional complexities based on cyber crime hotspots/areas by involving all States/UTs, to provide LEAs with a solid coordination framework. The Government has launched the National Cyber Crime Reporting Portal (www.cybercrime.gov.in) to enable the public to report incidents of all types of cyber crimes, with a special focus on cyber crimes against women and children.
