Prof. Venu Gopal Achanta elected member of the International Committee of Weights and Measures (CIPM)

In the historic election, Prof. Venu Gopal Achanta, Director, CSIR-National Physical Laboratory (CSIR-NPL), New Delhi, elected member of the prestigious International Committee of Weights and Measures (CIPM). Prof. Gopal was declared a member-elect of the CIPM at the recently held General Conference on Weights and Measures (CGPM) meeting on 15-18 November 2022 in Paris, France. Choice of prof. Gopala is not only significant for CSIR-NPL and the advancement of metrology in a country where metrology is the backbone of industry and the national missions of the government. of India i.e. ‘Atmanirbhar Bharat’, ‘Clean and Green India’, ‘Swasth Bharat, Sashakt Bharat’ etc. but it is also the pride of the nation as it would enhance India’s global visibility and participation in global decision-making. Prof. Achanta is among the 18 elected members from various countries and the 7th person in Indian history to be elected to the CIPM after several decades.

The CIPM is the highest international committee that operates under the authority of the General Conference of Weights and Measures (CGPM), the highest intergovernmental international organization created as a diplomatic treaty called the Metric Convention signed on 20 May 1875 in Paris. It is responsible for the development and implementation of the International Systems of Unites, generally abbreviated as SI, for their wide dissemination; to make necessary adjustments from time to time for the advancement of science and technology. The development of the country’s industry is directly dependent on the state of its metrology capabilities.

Currently, the CGPM is represented by 64 member countries and meets every 4 years at the International Bureau of Weights and Measures (BIPM) in France. The CIPM advises and recommends amendments, changes and modifications to the SI to the CGPM for formal adoption. If necessary, it can also adopt resolutions and recommendations on basic measurement units from its own body. Consisting of 18 members from 18 member states (nations), the CIPM’s primary objective is to promote the international harmonization of SI, it meets annually, discusses reports sent by its 18 Advisory Committees (CC), among other matters brought to its attention as mandated. Each CIPM member takes responsibility for chairing one CC.

CSIR-NPL, the National Metrological Institute (NMI) of India, was established by the Council of Scientific and Industrial Research (CSIR) in New Delhi on 4 January 1947. The Government of India passed the “Weights and Measures Standards Act”. first in 1956 to ensure that every citizen has access to uniform standards of weights and measures traceable to SI units. During 1957, India became a member of the CGPM.

After taking charge of CSIR-NPL in New Delhi in June 2022, Prof. Venu Gopal Achanta is constantly working hard to take the metrology movement forward not only at the national level but also at the international level. Dr. K.S. Krishnan, founder and director of CSIR-NPL, was the first member elected to the CIPM. The last elected member of CIPM in India was Prof. E. S. R. Gopal, then Director of CSIR-NPL (1991-1997), decades ago. This year the CGPM adopted 7 important resolutions including the new SI prefixes ronna (10²⁷), quetta (10³⁰), ronto (10-²⁷) and quecto (10-³⁰). Using this nomenclature, the mass of an electron (1 quektogram) and the mass of the Earth (1 ronnagram) can be easily expressed in SI units. CGPM also plans to solve the leap second problem.
