Indian Railways has taken steps to bring Commerce Earning and Non-Fare Revenue contracts under an electronic auction through the Indian Railway Procurement System (IREPS), in line with the existing e-auction scrap sale auction. Shri Ashwini Vaishnaw unveiled an e-auction for Commercial earnings, Non-Commercial Nonprofit (NFR) Contracts at Rail Bhavan today. This will not only increase Railways’ salaries but also strengthen Government efforts to facilitate business. Speaking at the event, Shri Ashwini Vaishnaw said, “This policy is in line with the esteemed Prime Minister’s vision of changing the knowledge of the common man through technology. With this new policy, the tedious process of tendering will be simplified. Also, it will give young people the opportunity to join the e-auction process. This policy promotes simplicity, promotes transparency and adds to Digital India’s plans for Railways. ”
Available Goods: Parcel Van, Pay & Use Toilets, Advertising rights around the station and trainers, AC waiting rooms, dressing rooms, parking spaces, Plastic Bottle Sheets, ATMs, Affiliate Marketing, video screens of required content etc. These items will be properly placed in the portal once, and the system will remember forever if it is covered for profit or not. This will improve real estate oversight and reduce inventory neglect.
Current Program: Participation in the current e-tender requires physical registration and the field unit concerned. This makes it difficult for potential bidders from all over India to compete. It takes time to complete due to the need for a meeting of the committee members.
Auction E: A director found anywhere in India needs to register once to participate in the auctions of any Indian Railways stadium unit through the website. Key Features of the New Program:
• The auction will be held online with the ‘E-Auction Leasing’ module for IREPS: www.ireps.gov.in
• E-Auction Policy and General Auction Conditions issued by the Railway Board:
o Preliminary system registration of contractors has been completed,
o Financial terms only – based on previous contractors’ declaration of performance
o Financial benefit system measured and suspended – No profit requirement of up to Rs. 40 annual contract ratings of 40 lacs
o Registration of contractors online at the same time
o There are no place restrictions for participating in any auction of any Part
• All assets will be supplied to the system to better monitor and ensure early contracting – reduce inventory inactivity.
• Auction catalogs with all the details of the goods will be published online at the IREPS portal, at least 15 days in advance.
• Auctions will be held online – bidders will be able to participate anywhere in India
• 30 minutes will be auctioned off so that all interested contractors can submit their bids.
• Successful lottery sales in any catalog will close after a 10-minute gap
• In the event that any bid is received within the last 2 minutes of the auction closing period, then the closing time of the lot will be automatically extended to 2 minutes. 10 such automatic extensions will be allowed to ensure sufficient time for all bidders to submit their bids.
• The Reserve Price of the lot will not be disclosed and bidders will be free to offer any bid according to the actual trading capacity of the goods as per their assessment.
• Bids will be determined automatically.
• If the High bid (H1) is equal to or greater than the Consumable Price then the contract will be finalized on the same day after the auction closes.
• The bid sheet and contract agreement will be digitally signed.
• Contract payment schedule will be made immediately.
• All contractor payments will be made online
• The whole process will be online and paperless
Benefits:
