Haiti’s Struggles with Insecurity and Natural Disasters

Haiti has faced relentless challenges in recent years, grappling with devastating earthquakes, tropical cyclones, and political instability that have exacerbated severe security issues. In 2023, the country’s government institutions failed to function effectively, allowing gangs to seize control of up to two-thirds of the nation.

The Haitian National Police (HNP) struggled with inadequate resources, leading to a dramatic decline in public trust. As a result, gang activities surged, causing widespread economic and social disruption. Kidnappings, physical and sexual assaults, and murders became rampant, with gangs reportedly controlling 80 percent of the Port-au-Prince metropolitan area. This pervasive violence forced many residents to flee to safer areas, often ending up in temporary shelters, which presented significant challenges for internally displaced populations (IDPs).

The Alliance pour la Gestion des Risques et la Continuité des Activités (AGERCA), the CBi Member Network on the ground, conducted two perception surveys to gauge public sentiment regarding the security situation. The findings revealed widespread skepticism about the HNP’s ability to restore security independently. Many respondents expressed the need for collaboration with the Haitian Armed Forces or even international support to address the escalating crisis.

Business Efforts to Address Insecurity and Natural Hazards

AGERCA has been proactive in addressing these intertwined issues of insecurity and natural hazards. The organization has engaged in public debates and awareness-raising events to promote dialogue and seek solutions. In collaboration with its partners, AGERCA has distributed aid to IDPs, including food and non-food items, and provided over 1,200 meals in temporary shelters.

Efforts related to disaster management have continued, focusing on:

•Participating in simulation exercises through the CREWS-Haiti project, run by the General Directorate of Civil Protection (DGPC) with support from the UNDP and the World Food Programme (WFP).

•Running a social media competition on seismic risk under the theme “I remember, I learn.”

•Conducting corporate training programs on seismic risk (including simulation exercises) and basic first aid.

•Supporting the development and implementation of a multi-hazard warning system, SAPMAH, for Haiti.

•Organizing training workshops for students on disaster risk reduction and natural threats.

•Future Directions for Businesses and Disaster Management in Haiti.

Despite ongoing political instability and growing insecurity, businesses in Haiti are striving to survive in an increasingly difficult environment. AGERCA remains committed to supporting its members and the private sector, providing aid to affected and vulnerable populations to the extent possible. The organization’s efforts highlight the crucial role of collaboration and community engagement in navigating the complex challenges facing Haiti today.
